He asked about the Terre Haute(Vigo County) Indiana area and the Wabash Valley Ham Radio Club will be able to help him get his license.

My suggestion is to go to the local club's web site and look for the following information:

1. Someone in the club to contact by email or telephone.
2. Date, time, and location of the next club meeting that you can attend.
3. Date, time, and location of the next round of amateur radio classes in the area.

In either case, let whoever you talk to know that you are interested in getting into ham radio. Hopefully, you will find someone locally who can help you.

No. Your amateur radio license authorizes you to transmit on amateur radio frequencies only.

There is language in the rules about communications in emergencies, but generally it has to be a life or death situation where no other means of communications is possible.
