Ok I figured it out, and for reference if you too need help... here you go.
Step # 1 - Start your Ham Radio Deluxe and configure it like this Youtube video says

Step # 2 - Then do this "In HRD "Tools" menu click at "IP Server". Enable "Start server when HRD starts". Do not change port! Leave it as is! At a right side you will see your local IP address. This option will make possible remote control of HRD from other computers in local network or from other programs that run on local computer or at local network. Very useful for connecting DM780 to HRD and Genesis SDR! You must have installed TCP/IP on your computer to use this option, but, this should not be problem. Almost every Windows installation has this by default."

Step # 3 - Then when you open Digital Master 780 open program options and click on PTT and pick to have HRD to run your rig.
Step # 4 - Also while you are at it in program option, click on the Modes + ID's section and make sure that the CW section has a check mark for the PPT in the upper right hand corner of the page.
Step # 5 - Unfortunitly I don't remember how to connect the Digital Master 780 to the HRD but if you see something that says to configure (yellow button) use it, otherwise try the big button at the top that says Rig Control (this should start the rig control)
