I've heard departments in Butler County get dispatched to Hamilton County on several occasions lately, and began researching how to monitor those departments near the Butler County border. I believe Harrison is dispatched on Fire Dispatch West (21022), but not Harrison Fire (21253). Listening to the former TG gets a lot of activity, and much of that is of no interest to me.

Is it possible to monitor dispatch for only certain fire/EMS departments, as is done in Butler County?

Probably not; as I understand it, everybody is dispatched on the appropriate dispatch talkgroup as well as paged out on one of the UHF channel(s). Only thing you could do would be use a scanner with the toneout feature to monitor only the departments you're interested in.
