Transmitting from a location that you're not licensed for is apparently a big no no in the eyes of the FCC.

According to the license for Station WPLX249, Hammonton is authorized to operate a repeater (FB2) on the frequency 155.550 MHz at the coordinates 39-32-01.4 N / 074-40-58.6 W. The agents found the station operating on this frequency at the coordinates 39-38-09.2 N / 074-48-03.85 W, which is approximately nine miles from the authorized location.

Anyone who claims the FCC doesn't hassle public safety, as long as they're "close enough" to what's on the license, should read this NOV.
