That story is certainly misleading, regarding the cost of a DMR-capable scanner being ~$750. A DMR scanner can be bought for ~$400; and way less expensive options are available as well.

As far as the P25 system, I wonder if they're joining the statewide system. $350k isn't a lot of money for infrastructure and radios.

The statewide system is state users only. There is only one non-state agency patched onto the network permanently, and that is because they are dispatched by MSP. The state has published in multiple communications that they have no intentions on bringing outside agencies online. They underbuilt the system for the users they have, and cannot support more users.
