i would like too know what handheld scanner antenna is using or which one is the best overall performance i do listen too the fed/gov military and the 800 mhz i have the standard old rubber duckie 800 mhz from rs RadioShack® Indoor Telescopic Scanner Antenna

Well for 800 MHz have you tried the RS 800 MHz rubber duck antenna? And you could take a look at the line of the Diamond handheld antennas.
