However, this would not be the first case I've run across where a company, or public safety agency, switched to a format they were not licensed for. Seveveral years back, I discovered that both Stephenville & Erath County had shifted to conventional P25, even though they were not licensed for it. They still aren't.

Which scanner do you have? If it's a digital scanner, set the audio for digital, and set the NAC field for Search. If it does not register as P25, then presumably they likely switched to DMR without updating their license.

I'm using an HT. Not a scanner. They converted the plant to tcp/ip last year. What I hear sounds like a continuous data stream, not bursts of digital audio. I wonder if the plant runs on those freqs. Both have the same traffic, strong signal if I'm at the quarry
