The county also will borrow another $4.4 million to fund installation of the 700 MHz emergency radio wireless system that links Harford with other local and regional emergency broadcasting system.

The 700 MHz system's total project cost is $21.6 million, according to the fiscal 2017 capital budget, of which $17 million was to be funded through bond sales and the rest through pay-as-you go funds.

Is this to assist with the CMARC/Harford system or something different (FiRST)?

I suspect it's just "political speak" for "we need a bit more money" for what we are already doing/using....

They're already on a regional system and not going to FiRST...

CMARC is a pretty gruesome system in some parts, this could be some help-out money for it.

Could also be partly invested in funding ISSI infrastructure if they're looking into that... just blindly postulating some good uses of additional funding if it's termed for new stuff.
