Harford County Fire/EMS/POLICE

Does anyone have any idea what scanner I would need to be able to scan Harford County Fire/EMS/Police. The database says they use a Motorola TypeII Smartzone. Being that im an amature, I have no idea what that means. Mainly what I want to be able to do is be able to monitor police dispatch, and fire channels such as A1,B1,etc. Please help =]
