Unfortunately, according to this license, they are probably using MOTOTRBO, which cannot be monitored with a scanner. (The license indicates emission code 7K60FXE, which is used for MOTOTRBO.)

You may want to go near the casino, and listen to the frequencies on this license, just to make sure they're actually using TRBO. It's possible they're just using them in analog mode, although then the license would be incorrect.

I found today that the freq in the list by dtscho are indeed in use at Harrington raceway, but they sounded like digital. Just a buzz. I had programed them on an analog unit. The freq listed by de784 are in use at the Dover Raceway in the casino and in analog. I will try again using my digital scanner and see what happens.

Hello,
The TRBO digital format is not monitorable. I believe more like iDEN than P25 but there is not decoding it with a scanner.

Tried monitoring them on my bc895xlt (analog) with ouside antenna on roof. Nothing heard. I'm about 7 airmiles from the casino/track. Will be interested on what a digital scanner turns up.

I ran into my first TRBO system in Newark NJ when the new arena opened (Prudential Center) I had all the freq's for the place from the FCC dB but it was just noise on my 396. I thought it might be cellular overload or something but then I saw the radios and thought "well, this is something new" and sure enough.

I sat in the parking lot today with all the freqs in a pro-96 all I could hear is the same buzz as I reported before. No conversion to digital like DAFB will do.The buzz could not be picked up more than about 1 mile from site. Was in Dover today and all the casino was in analog. I am sure that for the state fair there will be other radios on different set up in use possibly using the Dover freqs.

During the State fair DSP uses one of the special/tac ? talkgroups which are able to be monitored with a digital scanner. Are the Dover casino freqs in the RR database?

Found the answer to my own question in the De discussion field. Will give these a shot. I don't think I'll be able to hear the NASCAR suff from my QTH outside of Harrington but I think I should be ab le to hear the base stations for the Hotel and Casino? What do you think, Dave? Have you heard them any distance from the site?

I have heard at times the casino here in the house just north of the ball park in the development. It is spotty thought . I doubt that you could get them In Harrington.
