So why talks of lay offs?

If Harris is getting all these big orders, (over $200 million from Australia, etc...) why is every body in the Rochester, NY plants being told that there will be lay offs starting next month?
Is it because Harris posted a stock dividened higher than expected and now have to pay their stock holders by robbing jobs from the people that make their products?
This makes no sense to me.
