Why is harrison County not on the MSWIN radio system?

I was just about to post the following question..... basically the same question.

[Regarding the HomePatrol-1] ->

Just decided to add Harrison County police agencies and can't seem to locate it. No problem with Jackson Co, Mobile Co, etc. Just can't seem to find the S.O., Biloxi PD, etc. No problem with finding casinos in Harrison Co. Any help out there?

They are on the Harrison County Public Safety trunked system. They are Edacs Provoice and cannot be monitored except for fire which are analog. They are not on the state sytem (MSWN).
