Has the city of Racine PD gone digital?

Over the weekend I was receiving Racine PD 154.845 with a P25 signal with a NAC of 52A. The very little that I could monitor sounded similar to the PD unit numbers and I know that the NAC is the same as one of the Racine Co. Sheriff freq 154.725. I am right on the fringe on receiving the city of Racine and could not get a signal from their other frequency of 155.55 to compare; 154.845 has always been a stronger signal at my QTH. Any thoughts or info?

I noticed that over the weekend, as well. It is in fact City of Racine PD. Unfortunately, today I am hearing mostly encrypted transmissions on 154.8450 now. This might be the end of listening to Racine Police Department. For now, 155.5500 (Main Dispatch) is still analog.

This was supposed to happen in January of 2018. Some testing delayed the project. Financials delayed it even further. Just another reason for me to stay the heck out of Racine.
