You're close. Hatzolah is using 160.280 - in csq - up by you. A unit coming up from New York City might forget to switch over, so do not be surprized to hear traffic on 167.9 Hz - the tone used in NYC.
Do you know if F2 is used up this way, and is this all simplex or repeater? The .28 has a nice clear signal and repeats all the NYC traffic. Granted now that the Gaza strip in the valley is shut down, there isn't much local traffic (radio traffic that is!)
Both are simplex frequencies. F2 is used as a "talkaround" channel for unit-to-unit traffic. Be aware that some units do use mobile extenders and have UHF portables that talk back to their VHF - high band mobiles.
