Hatzolah of Union City EMS PL/DPL?

Hi,
Need a little help in determining the PL (CTCSS) and or DPL for this agency.
Hatzolah of Union City EMS (Hudson County, NJ) is a Non-profit EMS service run out of Mesivta Sanz (Academy), serving the small local Jewish and Yeshiva Community of Union City, New Jersey.
Note: Activity may be limited; this unit primarily serves the school / academy which have a small population.

I am having trouble monitoring this frequency due a nasty “birdie” that I am getting on all my scanners. It’s most likley due to a leaky cable TV pole transformer. I had this problem a few years back on another VHF frequency and the cable company repaired/replaced the transformer and the “birdie” flew away i.e. the problem was gone.

Yes, Have 396 T, I can hear signals under the carrier, however the "birdie" carrier is quite strong and mutes efforts in determining PL/DPL.

Need some one closer to Union City to monitor for awhile.!
