Welcome to the RR forums. Going by your location I'll assume you're struggling to monitor Central New York Interoperable Communications Consortium (CNYICC) and this may very well be due to simulcast distortion. Endicott appears to be within range of several cells of the Broome West Simulcast so most scanners struggle to receive signals from simulcast cells (see wiki linked below for the cause & mitigation suggestions) but ultimately you'd be way better off with a Uniden SDS100 or SDS200 to receive simulcast systems

Yes I am in the Endicott area. I have been text to program any scanners that come though the department. This time its BCD996P2 , My Home Patrol 2 works just fine

If your HomePatrol 2 works OK at your location, it may be a programming problem. What programming software are you using? Please attach your programming file(s) so we can take a look. You will need to zip the files to be able to attach them. Click on Attach files and open the zipped file(s).

For the Broome County system, System Type and Site Type should both be P25 Standard (Digital XT). You have all 10 frequencies in a single site. The Broome County system should have 2 sites (East Simulcast and West Simulcast) with 4 frequencies in the East site and 6 frequencies in the West site. I would enter all 4 frequencies in the East site and the first 4 frequencies with the lower case "c" in the West site. You only need to enter control channel capable frequencies in each site. All of the frequency information is carried on the control channel. I suspect that 453.725 in the East site may possibly be an alternate control channel capable frequency since every other site in the CNYICC system lists 4 control channel capable frequencies. A Motorola Astro system will have a primary control channel frequency and up to 3 alternates. Remove the lower case "c" when entering the frequencies.

I would also turn off Digital AGC on the trunked system. The AGC action can increase garbled audio problems when dealing with simulcast sites. I would also change ID Mode to ID Scan. In ID Search, you will receive everything no matter which group quick keys are enabled.
