I'm Wondering if it matter of time before Rochester/ Monroe county go E. has anyone else noticed some testing as of late . While scanning Monroe county ive seen some activity not transmitting. Testing? I’m new to this and my terminology may be hard to understand as I ask a question . Simply put is Monroe county going E .

Any answer you get here is going to be complete speculation, unless it is from the vendor or a person who is "in the know".
People like to speculate, but the answer is, "You never know".
Why not just enjoy it while you are able. The world isn't coming to an end - yet.
Law enforcement has discussed the possibility of employing encryption to some extent when they switch over. Nothing officially announced yet that I am aware of. No known plans for any other services to be encrypted.
