It only charges when it's turned off, and sometimes it asks you if you want to charge it when you turn it off. This is different from scanners that scan and charge at the same time.

Wattage is just a maximal rating for a charger, not what is delivered. Is it rated at 5 volts?

What is on the screen when the scanner is plugged in and turned off?

Any USB charger will work. As long as the scanner is turned off and you said "Yes/E" when it prompted you to start charging.

Charging in the car

For power in your car check out USB cigarette lighter adapter on eBay. I bought a handful for a buck and they work great!
