I'm having trouble charging my Uniden bearcat scanner i'm using bcd436hp

It only charges when it's turned off, and sometimes it asks you if you want to charge it when you turn it off. This is different from scanners that scan and charge at the same time.

I am using my iPod charger The one that came with The wattages 12 W is that too much power ?

Wattage is just a maximal rating for a charger, not what is delivered. Is it rated at 5 volts?

Google "USB charging voltage" to find some useful links.

What is on the screen when the scanner is plugged in and turned off?

Any USB charger will work. As long as the scanner is turned off and you said "Yes/E" when it prompted you to start charging.
