Hear Madison County on Live Feed but not on scanner

Why can I hear the Madison county Illinois live broadcast on my pc but i cant hear the same frequencies on my scanner? I have a Radio Shack Pro-46 programmable.

Madison County is digital on the IL. StarCom21 system but still in phase 1 for now.

Yes he needs a digital scanner as stated.

I've done a little research on this radio. I am just wondering if you recently purchased this? I know the Shack still sells some scanners that would not pick up a school bus or taxi. Just wondering.
