This is nothing new. Agencies all over the state have been using the regional MA channels for broadcasts and station to station traffic. It is in use in some areas more than others, but it is being used. See this section of the SAFE-T policies for what IPSC says the MA channels should be used for.

I think this is new.

When in Henderson, KY yesterday, I heard this talk group key up with just a bunch of "trash noise." It did not sound like any type of transmission or encryption, but different from regular background static.

Not sure what was going on. Could there be some patch from the old 155.02500 somewhere?
