Hearing a Series of Unknown (unlisted) Talkgroups; Detroit Area

Hearing several unknown talkgroups in the 11000 series in the Detroit area. A combination of chatter and surveillance. They sound like police talkgroups. Detroit City Simulcast. Wondering if this is part of the new Oakland County system ?

11720 Chatter "Garage is closed, heading to West Bloomfield".
11641 Surveillance
11420 Chatter
