Any advice on what I need to program to hear everything including Arkansas SP in Heber Springs. Systems, etc...not from the area. Programming for a snowbird

Well, if you're planning to monitor the Arkansas State Police (or pretty much any other state agency), you'll need to monitor the statewide 800 MHz trunked system known as AWIN. Some local agencies here in Arkansas have gone to proprietary digital formats, namely DMR and NXDN, and this is the situation with the Cleburne County Sheriff Department. They operate on 460.350 MHz in DMR mode, which cannot be monitored on any currently available police scanner. It can be monitored with a computer running several software packages and a device known as an SDR dongle but it takes some careful set up. So, if you are wanting to monitor "everything" in Heber Springs, you'll need a digital scanner such as the Uniden Homepatrol 1 which is currently priced at $314.95 on Amazon.com and if you want to listen to the Cleburne County Sheriffs Department you'll have to do the computer and SDR dongle set up.

Once in a while you can hear the Cleburne County SO on AWIN (the statewide 800 MHz system) but not very often. Otherwise though if you use a digital scanner (such as Home Patrol 1 which seems to be easiest to use and the lowest priced one on the market right now) then you'll get Arkansas State Police, Highway Police, Emergency Management (ADEM), etc. plus Heber Springs PD and Cleburne County Fire. Those should keep you well informed.
