Unless they have changed their tone code from what you might have in your scanner, this page shows that frequency is still listed, which does not mean that they are still using it. You might remove any tone codes for that frequency and see if you hear anything.
Stone County, Arkansas (AR) Scanner Frequencies

The other option is that they may have gone to the statewide AWIN digital system. If so, you will need a scanner capable of P25 digital trunking to hear them and use the information on this page for the Mountain View tower to program it.
Arkansas Wireless Information Network (AWIN)

The worst option is that they may have gone with the new MotoTRBO which is a totally encrypted, digital system. No current scanner can listen to those transmissions.

They may be using the "digital" scrambling that some agencies use when they don't want normal folks, like us, to know what they are saying.

Most times it's as mudane as "where we gonna eat lunch" or talking about more sensitive information. They may also suspect that who they are talking about has a scanner and being able to hear them "in the clear" might tip them off to an upcoming raid or whatever.

Sure sounds like they do, when they feel like it go to an encrypted mode! Don't get it confused with going digital. Yes, it is usually a digital encryption, but not a digital mode. As the DB shows 155.55 as the Sheriffs dispatch freq, as well as the Mt. View fire department' it is probably pretty busy. But when they want, I suspect it is just a push of a button and encryption is enabled. You won't be able to monitor them when they do this without a computer and some pretty fancy software. Yea, they don't want us to know the doughnuts are hot.
