Are you trying to "add a scanlist", or additional channels, after the initial programming?
For the object oriented scanners, which includes your Pro-651, as well as the Pro-682, PSR500, -600, and WS1040 & WS1065, any channels & systems you try to upload via software wipes out any previous programming. You could still add additional channels, but only if you did so manually, via the keypad. But, when using software, you would need to combine whatever was already loaded, as well as whatever you are trying to add, in a scanlist in the software, then load the expanded scanlist(s).
Thank You for input, so I cannot add a scan list one at a time, I was doing one scan list then sending to radio then go back and send another to a different scan list to a bank.
Correct. If you want to add something, you need to read the scanner into ARC500, add the new scan list, then write back to the scanner.
If you have a copy of the programming saved to a file you an just add things to it, save it again, and write to the scanner.

When you upload the file to the scanner, it overwrites all of the scan lists. If you try to send a single scan list, it will erase everything else in the scanner. Everything you want in the scanner must be in the file when you upload to the scanner.
