Help ID a highway patrol data mode?

Hi, there's a freq in the RR database for Tennessee Highway Patrol 800Mhz data..

Every so often, a certain data format keys up for a few seconds then stops.

Could someone help me identify this data format?

If you find out what it is let me know. I hear it a lot but just thought it was someone walking on someone (two officers tring to talking at the same time. Or the radio not hitting the repeter. I have heard it on car and 2 way radio before as well as my scanner
