Help Identifing Motorola Trunk System

I discovered this trunk system today but I can't find any info on it:

It's pretty weak for me in Middleburg Heights but I can get activity off it.

I can't figure out what system this is though.
Bunch of casual talk, nothing formal
Not PD/FD/EMS.
Could be some type of service (electrical, city, etc).

Someone closer to it may be able to get better info out of it.
