Help identifying MIL transmission

I just received a MIL transmission on 311.0 mhz. My scan list names this freq. as ACC CP Pri which I have no idea what that stands for. The message content was

This is Van Horn followed by 4 or 5 short strings of alpha-numeric characters then it said message to follow which was a lengthy string of alpha-numeric characters. It was repeated twice. Any idea what I just heard?

Strange broadcast on 311.000

I programmed a set of "common Military" freqs from RR in my bcd996p2 and kept randomly hearing what sounded like a pre recorded female voice saying phonetic letters (alpha, tango, sierra etc etc) for roughly a minute or so....then "this is Tribesman, out!" I researched but didnt come up with...

USAF Air Combat Command primary command post frequency. Secondary is 321.0.

E6-B aircraft was close enough in his orbit at that time that you could have heard his broadcast on 311.0 esp if you have a outside antenna
