Help in programming a BCD325P2 scanner for Johnston Co., NC

i have a friend who wants me to program Johnston Co in his scanner, I'm not picking up anything in wake co. so i'm assuming i did something wrong. i set the system type as a "EDACS wide/narrow". entered the freqs for all the tower sites and then the talkgroups.. any ideas why i'm not picking up anything

It needs to be set as a P25 system

As @ExplorerBrandon said, it is a P25 Phase II system in Johnston Co, system works fine when I'm closer to that area.

Correct me if I'm wrong, they replaced the EDACS system around 2018 right?

That worked perfectly .. so let me ask is Nash county and Franklin county a p25 also

Franklin is on P25
Nash county uses the viper system
Rocky Mount uses their own P25 system
