Help me identify this data sound

I am trying to figure out what this data format is that has just recently started showing up on a local frequency. I've ruled out MDC1200, GE-STAR and Fleetsync. Any ideas?

My first thought was MDC1200 but the data rate sounds too high and I don't hear the preamble/sync in the burst.

I checked the link but didn't find anything I thought was close. I was starting to think it was a P25 emergency burst but I haven't found a source to compare it to.

Sounds like some sort of SCADA or other telemetry data. I've heard this before around here. Who is licensed on the frequency? That is usually the first step to figure it out.

This is actually an interfering signal on a local conventional system. It comes up for anywhere from 90 seconds to 35 minutes at seemingly random times and bursts about once every 3 seconds.
