Help me identify this signal

Hello.

There's something in my area broadcasting 24/7 that sounds like some kind of weird control channel. I'd like to try to decode this but I don't know what it is.

I'm hoping someone will hear it and know exactly what it is!

Yeah, sorry. Just now getting back into the hobby.

453.4750 in SHelby County, TN

Radio Reference says it's MATA, listed as 'data'. I'm wondering what kind of system this is...

It's used for telemetry. Most likely it's being used to monitor the buses and drivers activity. Speed, location, stop/start, vehicle diagnostics, etc. It's a data stream.
