Help, pro 197 radio shack

Motorola type 2 smartzone , pro197 radio shack scanner. Chesapeake va police freq's .after the dispatcher talks it doesn't scan hear nothing. Turn squelch counter clock wise and a vc freq pops up.did not program that freq in . How do I stop this from happening. Thanks
