I am trying to program a radio shack pro 528 scanner for a friend. I'm importing directly form the radioreference database, but it's not picking up any of the 800mhz channels...any ideas what I'm missing. I've programmed my other scanner just fine.

A Pro-528 is not a digital scanner it is analog only. It is unable to receive a p-25 system that's what you're missing. Your friend will need to buy a p-25 capable scanner.
