I picked up a used bc246t a few weeks ago. I want to program in the memphis and shelby county police channels but I am feeling a bit overwhelmed. I have looked at the uniden manual and the "easier to read" manual that can be found online but I am still lost.

The frequency page says memphis has a motorola system that has been through rebanding at some point.

Memphis/Shelby County Public Safety Trunking System, Memphis, Tennessee - Scanner Frequencies

When i program in my frequencies which ones should I enter? Do i input all of them or just the control channels?

Also is there a way to factory reset this scanner? Somehow I have turned on the weather broadcast and cant seem to get it off.

Hi delradio
Welcome to Radio Reference.

To reset the scanner back to defaults, turn the scanner off. Then, while pressing down the 2, 9, and the Hold key, turn the scanner back on while continuing to hold those three keys down.

To access the Weather menu (to turn Weather Priority on or off, or active S.A.M.E. monitoring), either press the <Function> key (top key under the rubber cover on the left edge) and the 2 key, then scroll to your menu option for selection
or
Access via the Program menu.
Press the <Program> key (bottom key on the left out edge of the scanner) to bring up the menu.
Then, use the scroll knob on top to get to your desired menu option.

Unfortunately, the 246T is not going to be able to monitor the groups you wanted on the system you indicated: Memphis/Shelby County Public Safety Trunking System, Memphis, Tennessee - Scanner Frequencies

While that system is Motorola Type II, most of the public safety talkgroups (police and fire) are digital, with some of them also being encrypted. You can tell whether a given TGID is digital or analog by looking at the letter in the Mode column by the talkgroups number. Those labeled with a "D" are digital, and those with an "E" are encrypted (scrambled). The 246T would be able to scan those labeled with an "A", for Analog, but that appears to be mostly Public Works & Parks type usages.

No scanner will be able to monitor the encrypted talkgroups. To monitor those that are digital, you would need a digital trunk-tracker. There are other analog, conventional, frequencies in Shelby County, that the 246 could handle, and there may be more in the surrounding area as well. Someone in the Tennessee forum, who is familiar with the area, would be a better source of suggestions for that.
