Help programming BCD396XT

Over a year ago I purchased a Uniden BCD396XT when I moved from NJ to San Diego. I cannot get this radio programmed. The last scanner I purchased only required that I enter the frequencies. When I logged on to this site I received a notice "You last visited 12-31-1969". I live in Alpine CA and want to hire someone to program the radio for this area. Any suggestions would be appreciate. You can get a copy of a program called FREESCAN (its free) and you can program it yourself, We have a lot of users here to guide you through the process,

Of course its more easier to have a premum account so that you can download the most current info. But its not required to program. With a spreadsheet program like excel or open office you can cut and paste using the info in the database for your area,
