BCD436HP/BCD536HP: Help Setting Up Chester County, PA for a Friend

I'm trying to help an older friend of mine setup his 436 for Chester County P25 Phase II System.

I'm trying to setup the following:

Favorite List 1 QK: 1 (Works OK)

2 Systems:
Chester County Cov. QK:1 (Works OK)
Chester County P25 QK:2 (Issues)

2 Departments:
Fire/EMS QK: 1
Police QK: 2

Sites:
East Central
West


I have the departments split as well as sites. What I'm trying to do is make FD/EMS in 1 Dept with each site to be able to switch on and off. Same with PD.

I had this issue with my own 436 and now I'm stumped! Although I only have FD in mine for the P25 Side.

Good luck - Chester is on a simulcast system.... I can't get anything reliably on my 436.

I got the main issue fixed. Now I have his set to the East/Central Site only and scanning Fire/EMS and PD together but he's not getting a peep.
