Help Understanding SE Sask MOTOTRBO Sytsem

Hello All,
I recently purchased an SDS100 and have started to monitor an extensive MOTOTRBO System in SE Saskatchewan. It is a 9 tower system that covers a large corner of this province. I have successfully logged all control channels but have a few observations I am seeking some confirmation on.

1) On a TRBO Multi Zone System, if there are no system radios tuned to a tower, does the tower remain silent? Example - Alida Tower and Arcola Towers have one control channel and two supporting frequencies, but I often only hear TG 100001 (Trucking) and TG 100 (Garbage Disposal) on those two Systems all day long. But when I am in Estevan, I hear TG 100001, TG 100, TG 1098 (Fire Inerop) TG 1100 (City Law Enforcement), TG 1200-1204 (City Works) etc. If the users are only in one area, does that prevent a broadcast on an additional tower?

2) I have noticed a few of the towers switch Control Channel Frequencies from time to time. Is this a common occurrence for this type of system?

Any information or direction to supporting documentation or FAQ would be greatly appreciated. I have included a map of my supporting tower control channels to illustrate the geographical area I am working within.

On a multi site trunking system, you'll only hear a TG if a radio is affiliated to it.

Some trunking systems are designed to alternate control channels, my local nxdn system changes a few times a week.

I'm glad someone got onto this system, a few months ago I posted a picture of an Estevan bylaw officer with a xpr radio hoping a user would find the system.

A big help would be assigning the Site numbers to the different sites, if anyone can help that way.

Information has been provided in the past and I can re-activate the submissions, but I need a foundation to work with.

My Work So Far

Here is what I have entered into my SDS100 so far and have had good success following communications. A majority of my Monitoring has been completed on the Alida, Oxbow, Arcola, and Estevan Towers. I have only monitored Osage, Radville, Weyburn, Midale and North Portal a few times.
