Help With EDACS Standard -PSR 500

Could someone help me with the following EDACS frequencies. Link - http://www.radioreference.com/apps/db/?sid=904 (Site 04).

When I try to program the frequencies in. I get a steady carrier on 857.0185 with some modulation from the Ameren UE units. However I can not hear the EDACS correctly. Can someone please tell me how to correctly program this?
