Help with mountung antenna, please

I just bought a 2004 town and country van. My goal is to mount the 2meter antenna on the drivers side of the hood with a "L" mount. I see that my fender only has a small lip, so I cannot have the "L" mount unless I cut the fender and recess it in there? Is there a low profile/slim mount that I could use for that? I do not like alot showing and the smaller the better? A mental picture is to have a mount like county vehicles or ambulances that you see with an antenna on the hood.

Lift the hood and locate the "L" bracket as high as is possible angled so the antenna mount is horizontal, drill a couple holes for it and then route the coax. Simple. Routing the cable into the cabin is the tough part. But that isn't the best place for an antenna, so close to the engine, get it up on the roof.
