help with my 996xt

I just got a new bcd996xt. I live in arkansas and we use a thing called AWin. The scanner can programed with it but when ot scanns it dosnt stop scanning when picking something up. I found a web site called mark somthing but I just figer it out. I tried useing the serial port cable but my computer doesn't see it.
