my pro 99 acts like it dont want to pick up anything but it picks up 162.400 what could be wrong

I brought my pro 99 to the track this weekend. If I didnt use the stubby antena that came with it, I heard nothing. I tried using a stubby that I bought afew years ago and it didnt work.
