Go to your county and upper right of page click where it says "watch " That will put the ID and county name in your "My Radio Reference" Then do the same with your system.

If I understand what you are wanting - To get this info on your My RR Config Page:
Go to the County or Trunked System in the Database and click on the "Watch" box. Everything will be automatic

As others have pointed out, you (as a user) never really "need" those key values. Each use of them is basically automatic, both in "watch" mode and XML download mode.
