You must be more specific as to what counties your friend can hear. We're not mind readers
The 197 will receive all of the conventional frequencies. As mentioned, there are only four TGID's on the statewide system. Stick with what you can program into the scanner.
Oh, sorry. smith, jasper, jones, covington, simpson, rankin, jeff davis counties. and highway patrol.

You will not be able to receive highway patrol. That is all TDMA (Phase 2) encrypted. No scanner can receive encrypted transmissions. The Pro-197 is capable of P25 Phase 1 only. I will have to check if you can receive the other counties.
HERE'S WHERE I'M AT NOW...
And here's where I'm at now....
Rankin SO and Jones County are encrypted. MHP Jackson is in the clear as of now. The other counties have some on phase 1 and phase 2, but mostly phase 1.
