help with pro 528

I have programmed all the frequincies in and set trunk mode to e-2 800 then programmed in my talk group id's and it still does not work any help would be appreciated for this county http://www.radioreference.com/apps/db/?sid=653

There are no control channels identified in red or blue for that system. Check each channel individually for a control channel. If you are not hearing one that might be the problem. Check the FCC database to see if they have other channels that are not listed in RR. Program another trunked system into another bank to verify your programming method. If you get another system working correctly, then you know the problem is with the system in question. Usually, its just a step missed in the set-up, or forgetting to hit "Trunk" that is the problem.
