Hey! I'm New To This Thing And I Would Really Appreciate Your Help.
So, How Do I Change From Frequency To Channel? For Example: Los Angeles Special Tactical's Frequency Is:858.26250* But My Radio Only Shows Channels 1-22 +CTCSS +DCS. So How To Convert?

no.

they are different frequencies.
the police don't use them.
kind of like AM and FM radio.
similar but different.
frs, gmrs are 462 and 467 mhz the cops are not
some use 460 and 465 in that band.

Yes GMRS and FRS won't scan police and ambulance frequencies.

"GMRS" stands for "General Mobile Radio Service" used by the general public for short distance communications. "FRS" is quite similar - another low power short distance communications intended for family use. For example a family being at a theme park.

Police and ambulance is another radio service, high power to cover a larger area with a different set of frequencies.
