It would be helpful if you told us what PL/DPL you might be picking up on these frequencies, where you're hearing these frequencies from ("NYC" is pretty vague), what ID's you might be hearing on each frequency, etc etc etc. You could also proximity search the RR and FCC databases to find licensed users within a certain radius of your listening area. Don't be so vague next time, you might get better answers.

Wirelessly posted (BlackBerry9530/5.0.0.328 Profile/MIDP-2.1 Configuration/CLDC-1.1 VendorID/105)

453.800 is the Dutchess County Fire Command frequency. I have a clear shot to Queens from Dutchess. It may be what you are hearing on that frequency.

Time for an upgrade...

NYC,

Off the top of my head...

155.070 is a common frequency used at a wide variety of state facilities. Sing Sing Correctional Facility (127.3) is one example. Queens Children's Psychiatric Center (100.0) is another. SUNY at Suffern (173.8) is yet another.

155.595R (77.0) is shared by Haverstraw and Stony Point PDs in Rockland. They use it as a repeater output on their dispatch channel.

453.800R is used by the Port Authority of New York and New Jersey at the GWB (100.0), Holland Tunnel (123.0), and the Staten Island bridges (136.5).

158.730R (167.9) is used by the Northwest Bergen Central Dispatch Association as a repeater output for police dispatching.
