Go to RS??
2 Words - HXXX NO!
I'm going to assume here, Mr503, that you mean North Carolina - it's very important to list not just the city but the state as well, so that other like-minded folks in your area can jump in and help. We have numerous state forums - and here's the one for NC...(anything in blue is a link)

There are no free programs for the 106 - you will need either ARC500, PSREdit500 or Win500 along with a USB-serial cable for your PC (since RS in their infinite dis-wisdom didn't include that, contrary to their GRE cousins who do...). Let's start with the links for all 3 of those programs...
Object Oriented Scanner Software - The RadioReference Wiki
and as for the USB cable - note that if you get the GRE cable, it should work just fine...
Connecting scanners via USB - The RadioReference Wiki
This article also discusses loading the drivers for the cable, and how to use Windoze Device Manager to help see what ports are available.
I would look at all 3 programs - they all have a month's trial - and see which one you like best. Both ARC500 and Win500 have their own user's guides, and if you're new to this - which it sounds like you are- you would profit from reading these. Both of these guides are linked in the software article above.
When you have decided which program suits you best, jump to the NC forum and ask for a file. That way you can then copy it, and modify it to suit your needs
