Help with tinytrack 4

I have a bionics tiny track 4 that constantly keys the radio. I already tried the jumper. Any ideas are appreciated. The radio I’m hooking up is a baofeng uv5r equivalent.

Are you using it for APRS tracking,how are you using it your Telemetry Configuration may not be set right.........
