First of all the CC is 408.7500 and the CT is 116.13. My problem is that it should be working but I can not pick anything up so do I need a band plan if so how do I come up with one. At this point I can not pick anything up.

To the best of my knowledge, the bandplan for this system remains the same as always.
Base 406.000, Offset 380, Step 25 kHz. Several years ago, Hill AFB (Wasatch Federal) had this
band plan. It was the default UHF band plan in my Pro 92, Pro 93, and Pro 95.
Hill AFB switched to Digital voice, 12.5 kHz steps, and new frequencies.
Tooele army Depot frequencies are still the same, so I conclude that the bandplan is the original.

Check the Database. It has the Freqs used by the Tooele system. The other settings are the same as the Wasatch Front Federal System (HAFB). The Control Channels I've seen used are, 407.1500, and 409.5500.

Okay your right on the CC I was wrong last night on the one. So do I set up the Trunking table like the Wasatch front cause it does not work and does not show one when you import it to Win500.

It worked for me with a BC296D last month. I'll take a look at it this weekend with the GRE500 and let you know what I find out.

I was out there today with my GRE-500. Received control chanel on 407.1500. Voice channels were as advertised on database page. Talkgroup 16832 had medical traffic, TG16416 sounds like TOC Control?, and TG16512 was some sort of access control.
Trunking table is set at
Lo chan=380,
Hi Chan=759,
Offset=380,
Base=406.00,
Step=25.0k.
These setting worked for botht he 500 and Unitrunker.

GL Davis is correct with the Base, Offset, & Step.
This TSYS covers Tooele Army Depot (TEAD) and Deseret Chemical Depot (DCD)
To obtain line of sight to the transmitter, I either have to be in Tooele Valley,
or north of Kaysville to get a good signal.
There are two sets of TGRPs. One set is for operations at DCD.
The other set is for maintenance work.
Tooele County has a practice drill once a week, I think on Wednesday.

for the Deseret Chemical Depot. (you know, nerve gas bombs)

I've been able to copy the system at a couple of the Trailheads along the Legacy Parkway, as well as in areas of North Salt Lake.

When I went to Tooele Valley, I tried to locate the transmitter. It seems to be located at South Mtn.
Traveling along I-15 in a vehicle, I would get spotty reception through Davis County. I only got good signals up north at Hill AFB.

I think they change there control channel everyday. I have had to put in a new CC everyday this week.
Rotating CCs, although not common, is a practice that has been employed in some systems. From what I have read, having the data stream constantly on one particular frequency wears on the equipment so they change the CC to slow the degradation. The Salt Lake Airport system does this very thing and I believe that the AC33 system also rotates CCs.

If I recall correctly, you, jjwhite29, have a PSR-500. You can program all the frequencies that are being or will be used as a CC into your TSYS List for that system and just leave them. The scanner will pick the right one as it becomes active ignoring the others unless or until they become active. You shouldn't miss any scanning from rotating CCs.
