I'm not familiar with the PRO 164. But for your area I see there are numerous zones. You migh want to ask in the California Forum. They probably have more insight there. Also do you have the firmware update v.1.07 I believe. I belive your scanner is Analog trunking so you should have no problem to put what you listed above.

Sorry I am only familiar with my Pro 106. Heres the maual for the Pro 164 http://www.radioshack.com/graphics/uc/rsk/Support/ProductManuals/2000164_PM_EN.pdf

Heres an easy to read manual. Out of the box, when you program trunking systems and have set the first frequency to the particular trunk type, that bank will remain as set. This works just like the 97 or 2055 http://marksscanners.com/97/97.shtml

Make sure you program in the control channels only the ones in red. 868.16250c 868.33750c 868.38750c 868.61250c And you have it set to Motorola. as for the decimal format/talkgroup just put in 304 and clear out any unnecessary charachters. The alpha tag is basically is what is on the police or fd radio display. I don't know to much more abour your scanner. I tried my best. Happy scanning. :) Don't forget to always ask in the California Forum that is your best bet on info.
